Basic Conditions
All neighbourhood plans must meet the ‘basic conditions’ set out in planning law. These will be tested through an independent examination.

Supports Sustainable Development: Contributes positively to the local area's social, economic, and environmental needs.

Aligns with National Policy: Accords with national planning guidance and policies (such as the NPPF).

Meets Housing Objectives: Contributes effectively to local housing needs and delivery targets without restricting required growth.

Addresses Environmental and Climate Priorities: Contributes to climate change mitigation and adaptation, and takes account of local nature recovery strategies.

Protects Legal and Human Rights: Complies with all statutory human rights and retained environmental obligations.
